The meeting comes as the Trump administration balances its stated goal of ending the Ukraine war with the demands of its separate military campaign against Iran, which is consuming increasing Pentagon resources and congressional attention.

Ukraine Proposals on the Table

Russian officials confirmed the two diplomats discussed proposals that emerged from last year's Alaska summit, where Trump and Russian President Vladimir Putin met to explore potential settlement frameworks. Specific terms remain closely held, but both sides have indicated territory and security guarantees are central issues.

Following the meeting, Rubio told reporters the United States remains "committed to helping end the war in Ukraine" through diplomatic means. He declined to characterize the substance of discussions but confirmed the two sides agreed to maintain open channels.

The Kremlin struck a harder tone after the meeting, with the Foreign Ministry warning Washington against continued arms sales to Kyiv. Lavrov reportedly told Rubio such transfers were "unacceptable" and complicated diplomatic efforts.
