Poland Signs Billion Deal to Arm Four NATO Nations With Combat-Proven Anti-Aircraft Missiles
MESKO's Piorun MANPADS, battle-tested in Ukraine against Russian aircraft, will supply Poland, Lithuania, Latvia, and Norway in Europe's largest joint air-defense procurement.
Poland's MESKO defense firm signed a $2 billion framework agreement on August 24 to supply thousands of combat-proven Piorun shoulder-fired missiles and launchers to four NATO countries, marking the largest European-led air defense procurement since Russia's invasion of Ukraine and positioning Poland as a major weapons exporter rivaling established Western manufacturers.
The deal, signed with Poland's Ministry of National Defense Armaments Agency, will supply the EDIRPA consortium—comprised of Poland, Lithuania, Latvia, and Norway—with an estimated 6,000 to 8,000 Piorun missiles and 2,000 to 2,500 launch mechanisms over the next four years. Approximately 80 percent of the procured systems will arm Polish forces, with the remaining 20 percent distributed among the three partner nations.
"This is the first agreement of this type where the consortium is formed not by a company, but by a state," declared Polish Defense Minister Władysław Kosiniak-Kamysz during a ceremony announcing the deal at MESKO's production facility in Skarżysko-Kamienna. The statement underscored Poland's strategic positioning as both customer and supplier in a government-led initiative designed to circumvent dependence on American or Western European defense contractors.
Combat-Proven Against Russian Aircraft
The Piorun—Polish for "thunderbolt"—is a man-portable air-defense system (MANPADS) that has earned significant operational credibility after extensive battlefield use in Ukraine. Ukrainian forces have employed Polish-supplied Piorun systems to shoot down Russian helicopters, fixed-wing aircraft including Su-34 and Su-25 attack jets, and increasingly, the Iranian-made Shahed drones that Russia deploys in waves against Ukrainian cities and infrastructure.
The weapon system represents a "deep modernization" of Poland's earlier Grom MANPADS, which itself was derived from the Soviet-era 9K38 Igla missile. MESKO engineers enhanced the Piorun with advanced electronics, improved infrared seekers capable of defeating aircraft countermeasures, better ergonomics for operators, and extended range—capable of engaging targets up to 6.5 kilometers away at altitudes around 4 kilometers.
Ukrainian military assessments published in Kyiv-based defense media have praised the Piorun's performance, particularly its resistance to flare countermeasures that often defeat older MANPADS designs. The system weighs 16.5 kilograms when ready to fire, making it portable by a single soldier while delivering firepower comparable to the American Stinger missile that has been the NATO standard for four decades.
Production Surge to Meet European Demand
MESKO has ramped up production capacity dramatically to fulfill the burgeoning order book. Polish military analyst Jarosław Wolski, who recently toured the MESKO plant, reported that the company now manufactures six Piorun missiles per day—a production rate that represents a threefold increase from 2024 levels and positions Poland to deliver systems at a pace rivaling U.S. and French missile manufacturers.
The surge in demand extends beyond the EDIRPA consortium. Current Piorun users include Belgium, Estonia, Georgia, Latvia, Lithuania, Moldova, Norway, Poland, Sweden, Ukraine, and the United States, with France also expressing formal interest in procurement. Estonia signed a separate contract earlier this year for 300 missiles and 100 launchers, making it the third foreign operator of the system.
Germany has also indicated interest in acquiring Piorun systems specifically to counter the proliferation of small drones that have become a persistent threat on modern battlefields, from Ukraine to the Middle East. The Piorun's enhanced seeker technology and relatively low cost per unit make it an attractive option for NATO members seeking to build layered air defenses against both traditional aircraft and unmanned aerial systems.
EDIRPA: Europe's Answer to Defense Dependence
The MESKO deal operates under the European Defence Industry Reinforcement through common Procurement Act (EDIRPA), an EU regulation established in response to the Russia-Ukraine war that provides financial incentives for member states to jointly procure defense products rather than relying exclusively on American imports or individual national contracts with major defense conglomerates.
The European Commission has approved 60 million euros in co-financing for Latvia's participation in the Piorun procurement, with similar funding arrangements for Lithuania. Norway's participation—despite not being an EU member—reflects the program's flexibility in accommodating non-EU NATO allies who share security concerns about Russia's revanchist posture in Northern Europe.
"Poland is demonstrating that European defense industries can deliver combat-effective systems at scale without waiting for American production lines to catch up," said one NATO defense analyst based in Brussels who advises member states on procurement. "The Piorun's battlefield record in Ukraine gives buyers confidence that they're not gambling on unproven technology."
Implications for Baltic Security
The deal holds particular strategic significance for the three Baltic states—Latvia, Lithuania, and Estonia—which share borders with Russia and Belarus and have invested heavily in air defense since Russia's full-scale invasion of Ukraine. Latvia recently launched "Operation Werewolf" to combat migrant smuggling tunnels and hybrid warfare tactics emanating from Belarus, while all three nations have significantly increased defense spending to meet NATO's requirement that members allocate at least 2 percent of GDP to defense—with all three now exceeding 3 percent.
The Piorun systems will form the lowest tier of the Very Short-Range Air Defense (VSHORAD) architecture that EDIRPA countries employ to protect ground forces and critical infrastructure from low-altitude threats. The missiles integrate into broader NATO air defense networks while remaining simple enough for individual infantry units to operate independently.
For Poland, the deal represents both military capacity building and industrial policy success. The country has positioned itself as a regional defense manufacturing hub, leveraging proximity to the Ukrainian conflict, strong manufacturing traditions dating to the Cold War era, and political will to invest in domestic defense industries that had atrophied during the post-1989 peace dividend decades.
MESKO is a subsidiary of Poland's state-owned Polska Grupa Zbrojeniowa (Polish Armaments Group), which has seen revenues surge as Western governments scramble to replenish weapons stockpiles depleted by aid to Ukraine and prepare for a security environment that European leaders now describe as the most dangerous since the Cold War ended.
